With the implementation of The Right of Children To Free and Compulsory Education Act or Right To Education Act (RTE), the Department of Education aims to ensure free and quality primary education to all children in the age group of 6-14 years in the state and has initiated several innovative schemes like Sarv Shiksha Abhiyan, Mukhyamantri Balak & Balika Cycle Yojana, Mukhyamantri Paribhraman Yojana, Mukhyamantri Poshak Yojana, Mukhyamantri Smagra Vidyalaya Vikas Yojana, Mukhyamantri Protsahan Yojana. The strength of the state is not only the revenue it generates, but also the education and the character of the people it maintains. Hence, Department of Education , Bihar has been functioning hard with the ultimate goals to regain its past glory in the field of education so that the state can retain the meaning of Bihar, i.e. walk ahead with confidence and prosperity spreading the light of education as used to be in Buddha’s era.

In a way to achieve the ultimate goal of 100% literacy with quality education, the Department of Education , Bihar has initiated different schemes and motivational programs. The goals are as follows:

  • Raise the literacy rate in a saturated condition;
  • Decrease female illiteracy;
  • Completion of primary education;
  • Improve quality of education;
  • Achieve appropriate student-teacher ratio, i.e. 73:1, with quality of teaching;
  • Bring back the drop out children;
  • Provide educational infrastructure;
  • Proper monitoring to discover corruption in welfare schemes;
  • Synchronize session;
  • Providing sufficient number of schools so that students don’t have to travel long;
  • Emphasize vocational education;
  • Promoting career oriented approach in education;
  • Motivate students to opt the field of their choice;
  • Provide greater opportunities of access to higher education with equity to all the eligible persons and in particular to the vulnerable sections;
  • To remove the present imbalances, extend access by supporting existing institutions, establishing new institutions, supporting government and non-government organizations, civil society to supplement public efforts;
  • Initiate policies and programs for strengthening research and innovations and encourage institutions – public or private - to engage in extending the boundaries of knowledge;
  • Promote the quality of higher education by investing in infrastructure and faculty, promoting academic reforms, improving governance and institutional restructuring towards the inclusion of the yet deprived communities;
